Physical appearance: Pendo wears baggy dark blue old navy jeans, a black t-shirt with a skull and cross bones on it, and silver nike reax with red heels. He also has a black hoodie which he always wears. He has brown ruff looking hair, and brown eyes. He is white and is very slim but sort of muscular on his arms. He never wears shorts and wears his hoodie un-zipped sometimes.

Chidori
Description:Chidori (a.k.a. Raikiri) is a Ninjutsu technique developed by Hatake Kakashi utilizing the Lightning Element. Chidori allows him to cut through any foe. Later, Uchiha Sasuke used his Sharingan and the training of Kakashi to also learn the technique. It was given the nickname Raikiri after it was said Kakashi used the technique to cut a lightning bolt in two. Chidori is used for assassination purposes. Activating the body to focus chakra to the hand, Kakashi and Sasuke's hand become enveloped by an electrical force. This force is their chakra altered in nature to an electrical current. By altering the shape of the force, similar to an electrical discharge, they can decide the power and range of the attack.

After concentrating all the chakra into the arm, Kakashi and Sasuke use their quickness and the power of the thrust from the chakra to pierce any object with the extended forearm. Because their opponent can easily counter the attack, it requires a Sharingan user to make the technique worthwhile. The Sharingan will allow them to predict any moves their opponent decides to make and send their strike home into the target. Due to the high speed, the force emits a sound like a thousand birds chirping which gave the technique its name. Because of the great amount of chakra needed to utilize the technique, the technique can only be used so many times during the day.

Rasengan
Description:Rasengan was a ninjutsu technique developed over the span of three years by the Fourth Hokage. The technique was taught to his sensei Jiraiya, who then passed it on to the young ninja Naruto years later. Like Kage Bunshin, Naruto would adopt the technique as a signature move and make it all his own. The technique is unlike other jutsu in that it does not require any handseals, it just relied on the ninja's ability to mold chakra. The ninja concentrates a contained, fast, rotating sphere of chakra in the palm of their hand which can cause much destructive impact.

The Kage Bunshin distributes the ninja's chakra evenly among the clones and creates a real copy with form and substance. The clone itself can also utilize any jutsu the original ninja knows. When the clone finally disperses, any new knowledge it has gained is passed back to the original ninja and any additional clones. This makes Kage Bunshin an excellent training method if the ninja has the chakra capacity and stamina to maintain the Kage Bunshins for an extended period of time. Water Prison Jutsu
Description:Suirou no Jutsu is a Ninjutsu technique that utilizes water to imprison an opponent. The ninja forms the necessary hand seals which causes the water to form around the target into a spherical prison which only allows for limited movement. The ninja must keep their body touching the water prison to maintain its existence. If the contact is broken, the water falls away and their target is released. When combined with a bunshin technique, the ninja can imprison their target but still allow for a clone to attack others nearby.

Name:Chikamatsu Puppet Sealing Technique

Description:This unnamed Fuuinjutsu technique is created by one of the ten Chikamatsu puppets. This seal prevents the one sealed from manipulating chakra. There are two methods for this seal.

In the first, the puppet will expel a hazy orb from its mouth which can be thrown. While flying through the air, the orb will lose it's haze and grow in size to a huge gaping beast-like head. The large teeth can grab ahold of the person it hits and pin them to a wall. Once the it impacts the wall, it will immediately release the seal onto the surface.

In the second form, the main puppet will expel the seal from its mouth onto a surface it is touching.

Description:Fuuja Houin is a Fuuinjutsu technique used to counter-act the effects of a cursed seal. History/Background Story: Pendo has been alone his entire life. His mom died shortly after he was born, and his dad was killed in the Takoshima Massacre, he was able to get his only son Pendo to safety in Konoha before he was killed. Pendo grew up alone but had many friends, he lived in an orphanage until he turned 11 when he became a Genin, and used the money from missions to pay for an apartment. He soon passed the Chuunin exams with flying colors amazing the judges with his great skills in Intelligence and Ninjutsu. He went on many missions and after a few years he was appointed Jounin by the Hokage.

Roleplay Sample: Pendo was running with great speed through the woods, *snap* he quickly shifted his feet as he slid forward stopping with a final step of his foot. He quickly analyzed the scenario and could see a ninja clearly visible. "I've got you now..." he said as he was now next to the ninja as he kicked the ninja from the left with great force knocking him across the area through a tree. He was now standing before the ninja laying on the ground. "Your life ends here." Pendo said as he quickly performed handsigns with quick thrusts of his hands. A chidori then formed in his right hand as the ninja attempted to escape by running away, but Pendo quickly grabbed his hand as he thrusted his palm forward striking at the ninja chest as the chidori shot through his chest. Pendo then dropped the body there and turned around as he began to walk back to Konoha to report the success of his mission.

there are a few problems with this character.

1)The Kuubi is inside Naruto, therefore it cannot also be sealed inside of you.

2)You need to remove the following jutsu as they are far to powerful for a Jonin level ninja to use.

3) As you are not an actual member of the Uchiha clan you cannot use the Sharingan or its techniques. This plus your other kekkai genkai would make you practicaly unbeatable with almost no drawback

4)your kekkai genkei that lets you breath underwater is impossible as the abilities of the kekkai genkei are in the eyes. That is just completely unrealistic.

Description:
Chidori Nagashi is a Ninjutsu technique developed by Uchiha Sasuke out
of the original Chidori technique. Instead of merely focusing the
electrical force to his body, Sasuke is able to extend it outside of
his body and through objects which he is holding. This allows him to
create a protective zone around his person. This zone of electricity
can shock and immobilize his foes, presumably by attacking their
nervous system.

Used in conjunction with his Kusanagi sword, the blade becomes almost
unstoppable. It takes on Chidori's natural ability to cut through
anything which stands in its path, allowing the sword to strike its
target with ease. Should the sword strike a human, the charge will
cause the target to go numb, lessening their ability to further counter
his attacks.
